What is the clear secreation that comes from a women vagina

It's called discharge.

Why does women have a thick clear secreation that come out the vagina or sourounds the vagina leaving a thick or stringy secreation when wipping herself

Why is the discharge clear and slimmy like around the vigina area

It could be normal discharge, if there is pain and/or odor it would signify an infection.
