I installed a new toilet today and the bowl is not holding any water. I have put on a second wax ring. Any suggestion

Is the tank emptying into the bowl when you flush? If you were to slowly pour a gallon of water into the bowl would it stay there?  The wax ring is to seal the connection between the toilet and the floor flange.  It is to prevent a leak.  It has nothing to do with the operation of the toilet.

Yes, the tank empties into the bowl. I poured a bucket of water in the bowl slowly so it would not activate the flush in the bowl and it is still losing water.

If you poured a bucket of water in the bowl and did not activate the flushing action and the water is draining out of the bowl you have a defective (cracked and leaking) bowl.

Thank you for the help. Time to take it all apart again.
