When does someone become famous enough that when they are killed, it's assassination not murder?

I don't think it has anything to do with being famous, assassination is when someone is killed through ideological or political motivation. As such it is normally targeted at political or other important individuals.
Assassination is normally called "targeted killing", there is little distinction between it and murder.
Plenty of famous people are murdered and not assassinated.
