What is the general purpose a home building inspector?

I would say, to insure things meet current code and done in a Professional Manner, More so on the code.

Which building inspector ? The one that works for the government and inspects all of the building jobs. Or the one you hire when buying a home to inspect the house prior to purchase.

Code in a home amd is a home 100% inspected for fire hazards ?

No. Homes are inspected for mostly obvious issues. To inspect for 100% hazards would require tearing out the walls. You have been asking a number of questions that all relate to a wiring fire. Have your questions not been answered yet?
