OK - I'm going to try and give as much information as I can remember

I watched this movie when I was a kid and it was about this guy who I think was an experiment of some sort. He would get angry and veins would bulge around his head or neck and his eyes changed colour and would have strength and speed (No not the Hulk)

He would train in this centre/facility

I'm pretty sure the title had "star" in it somehow, north star something like that

If someone could help me that would be great!!

If I remember right - the ennd is basically him trying to save this girl and he goes into over drive and his head swells up massive

There was a cartoon movie called "Fist of the North Star" and the guys veins would bulge and he moved really fast. If he hit people their heads would swell and explode. In the end he was trying to save a little girl, kind of. Don't know if it's the one your looking for or not but its as close as I can think to what you've described. Hope it helps, good luck!
