I saw my Yahoo mail is hacked and suddenly, I changed the password.

Then after, I am not able to send and receive any mail in my Yahoo account.
How can I restore it?

You don't... you abandon it and start a new one... but don't use your last name as a password this time.

You get what you pay for... in fact you get far more... you just can't expect them to pay an entire office full of people to do this for people that forget their passwords for a product that costs the user nothing..
