There are a numer of thisngs it could be, however, I would guess its most likely either some sort of infection, nerve damage or most likely poor circulation.
If you are a smoker, overweight and/or have high cholesterol then it is likely high blood pressure is the cause of this discomfort. The narrowing of the arteries as a result of smoking or high cholesterol can constrict blood supply to you peripheries (hands and feet) starving them of oxygen slightly inducing the tingling sensation. Vasoconstriction (narrowing of the blood vessels) is often induced by drugs of any form, such as caffeine and of course nicotine. However, just be aware of any medication you may be taking and contact your GP should you have a concern.
If the sensation does not subside in under a couple of hours after starting or if there is significant discolouration to you feet then I would suggest you visit a doctor just for safe measure.Left untreated severe cases can result in blood vessels bursting and even tissue death from oxygen starvation.
As for the cramps, this could again be a side affect of oxygen starvatin. Your leg muscles are switching to anaerobic respiration as there is insufficient oxygen. This in turn results in lactic acid bulding up in these tissues causing cramps.
I would suggest seeking medical help if this problem does and ot resolve itself in the next few days, sorry for your discomfort, I hope this answer has helped.
