I am a student age 11, I got to a hign school in stockport and I was caught selling goods there's is no rules about it at my school but they say I need a liccence and VAT etc but because I am 11 do I need all this stufff or what do I need?

Yes you do... age doesn't matter... a vendor is a vendor.

You are at school and as such THEIR rules apply.
You have NO say in this matter, you either comply or risk exclusion.

First I am sure there are rules about selling "goods" at your school, almost any business or school has them. Students may not often know them, since they more often than not, apply more to teachers
But yes if your city requires business license, you have to have one, many have special "vendor" license for those who sell in various locations. Your city may also have other rules about business licenses, bonds and other requirements.
