As has been frequently stated there are no laws against dating. But if there is any sexual activity, the age of consent is 17 so that would be illegal.

However, where are the parents in this scenario? If the parents don't approve there are other laws that may be broken.

But a 25 yr old romantically involved with a 16 yr old is very likely a pervert. This is an unhealthy relationship and should be stopped.

Her mother knows but her dad doesn't so she would need to be 17 so nothing can happen because she is working rite now

A mother would allow a 16 yr old to date a 25 yr old? I would call that mother irresponsible. This should be reported to family services.

Her working has nothing to do with it, by the way.

What is your relationship to this?

Yes, most likely if anyone, a teacher a next door neighbor would call Children and Family services they may take her out of a home where the mother or father would allow a child to date someone who is obviously a pedophile.
