It all depends on what State you live in. But in my opinion a 20 has no business with a 16 year old girl. If she was my daughter, he'd be in trouble.

Please define 'be with'.
As far as I have found there are no laws about dating. However lots of places have laws about sex and sexual activity including kissing and touching. Also, most places have laws that parents can use to file charges against anyone they don't approve of dating their minor child. If the 20 year old is encouraging the 16 year to break other laws such as possible curfews or underage drinking, then he could be arrested for 'contributing to the delinquency of a minor'.
Do the parents approve? Is the 16 year old doing things that could get her in trouble because of the 20 year old?
By the way, at 20 years old he isn't a 'boy' anymore. He is an adult male. Also known as a 'man'. If anything does happen, the police and courts will treat him as a adult. Is that a risk he and the teen are willing to take?

"Be with" does that mean have sex with, and of course to be honest 90 percent of 20 year old men will be wanting sex after a few dates.
In many areas it will be illegal.
Also the 20 year old can not even date the 16 year old without her parents permission.

Well we live in Ohio and he means everything to me! Then we are not doing anything sexual for awhile... we both want to wait till we get through college before we start anything like that :) . Anyway thanks for your help.
