I recently replaced the toilet in-take valve. All was working well, until I started hearing the valve make gushing noises when not in use.

It sounds like your toilet may be "ghost flushing". Here, if your toilet flapper is slowly leaking it can cause the fill valve to engage to refill the tank periodically.
To check this you can do a simple dye test. Take some dark food coloring and drip about 20 drops into the toilet TANK and then gently swish the dye around inside the tank. Wait 30 minutes and then check to see if colored water has shown in the toilet BOWl. If colored water showed up in the toilet bowl then, at a minimum, the flapper needs to be replaced; at a maximum, the flush valve assembly needs to be replaced.
Test for the flapper leak... see what happens, OK?
