You have a micro-switch in the door that can go bad and water solenoids on the bottom. Remove the panel on the back, after unplugging it, and you should be able to see the water solenoids. Unplug the wires going to them and use an ohm meter to check between each terminal. You should have 2-3000 ohms resistance, if you read infinity it's bad. When you have back cover off it's a good time to clean the coils which should be done every six months. I use a little spray soap and spray off with water hose nozzle. That's the best way to get greasy dirt off the coils.

I have a GE arctica, side-by-side refrigerator that the water dispenser is not working. What may be the probem?

You have a micro-switch in the door and a water valve under the unit. Check both with an ohm meter and you will find which one is bad. Make sure to clean out the coils under the unit with spray soap and water. Unplug unit and remove rear cover (make sure to replace cover and clean cover before plugging back in. The best way to do this is to spray it down with 409 or Simple Green and wash it off with a sprayer on a water hose, then vacuum up with a wet-vac. Or you will be buying a new refrigerator soon because the compressor will burn up. The water valves should read 1-3 kilo-ohms and the switch should read 0 when depressed and infinity when not. You can test it on volts by plugging in unit and seeing if it reads 120 volts at valve when switch is depressed.
