There are numerous kinds of white bumps, and other colors too. Most are harmless. Some are pimples, some are whiteheads, some are cysts, some are just tiny hard ones that never go away and I'm not sure even have a name - there are so many skin reactions to moisture and closed spaces with skin rubbing against skin with little air around it.
As for pain, have you had any sexual contact.. have you menstruated yet... could the pain be urinary? An infection might be common, (UTI) and a doctor would prescribe an antibiotic. If you have had it a while, tell a parent that it hurts. Don't hide it just because you think they might get upset. Women have tons of conditions - yeast (white cottage cheesey stuff), UTIs, as well as more as you get older.
