How do I make my boobies bigger I'm 17 and I have a flatter chest than a piece of paper please help me! Thanks

All you can do is have surgical implants done. Breast size is based on genetics.

You are so lucky! You can wear all sorts of fashions and clothes that bustier woman can't wear--big florals, horizontal stripes, bold colors--so be daring with your fashion sense.
You can do exercises for your pectorals that will strengthen muscles beneath your bust and improve your posture.

The main thing is to be proud of who you are and of your body. Big busts aren't what you think they are, so be pleased with your very manageable and adaptable shape.

Yes, from playboy you would think big busts is the thing, but guess what, in fashion smaller is what sells and is in.
And for all the men that like big, there are men who like small. After you get out of high school and more into real life, breast size is not near as important as it appears to be in high school

I have some comparisons for you and a bit of personal info.
I am 48 and barely into a B cup,
My sister is 42 and in a DD (I think, anyway it's huge)
I can wear tank tops easily with or without a bra
She can't find a tank top that fits her
My posture is almost perfect
Hers is a bit slumped
My back never aches (unless I injure it somehow)
Hers is frequently sore
My bras are really cheap (last one I bought $8)
Hers are expensive ($20-$40 depending on what store she is in)
I have no stretch marks on mine
Sorry to say, but she does
Point being, small chested is not necessarily a bad thing.
And you can as Wondergirl said be a little more daring in your fashion choices.
