I agree with Ben, the Constitution's Bill of Rights was based on the Magna Carta. Therefore, it was not attributable to any one person. Do some research on the Magna Carta for more details.

If you are thinking in terms of actual individual then the answer would be John Locke. The Declaration of Independence and the American Constitution uses sentences such as 'All men are created equal', 'Life liberty, and the pursuit of happiness' and a few other similar phrases can be found in Locke's, Second Treatise on Civil Government.
