Can a (dependent of a) G4 visa holder opt to file taxes as resident and use form 1040 instead of form 1040NR?

No, unless a non-resident alien is married to a resident alien/citizen/permanent resident they cannot choose to be treated as resident aliens.

If a G4 visa holder has filed form 1040 in the past, is there a requirement to amend past tax returns? If so, for how many years going back?
