What do you call the hand tool to unclug toilets

That tool is called a "closet Auger" (see image) And this is how it's used, (see image) Good luck, Tom

The handle with the chain link in the water closet that releases the water into the bowl. What is it called so that I can get a new one.

The part you're looking for is called a "flush lever"(see image) and can be purchased at any hardware store. Do you need instructions on how to adjust it? Good luck, Tom
