My home of record is Kentucky and they have a state tax. However, since I'm in the military I'm exempt from paying state taxes on my base pay. I was wondering if the same rule applies to re-enlistment bonuses? (i.e will my bonus get state taxed because it's not my base pay)

Yes; ypour re-enlistment bonus is considered part of your military pay and will NOT be taxed by Kentucky.
