What is the National Purpose of Bolivia?

I am unaware of the expression "National Purpose".

For that you need to do your own research. Each country in South America states their own national purpose. Find a copy of Bolivia's charter or constitution. There are online resources but there is an excellent resource tool - totally free - called the library. Stacks of history there. Good luck.
