It has lines and tow valves one to the faucet and one to the dishwasher. Neither shuts off anything. What is this??

Hi Joe

Obviously, if the shut off doesn't shut the water down the shut off needs to be replaced (or at least replace the inner washers to the shutoffs).

The other "valve" is a water hammer arrestor... sometimes installed where quick reacting valves such as the dishwasher solonoid valve in your case can close quickly and cause water hammer noises.

For now, I'd shut off the cold water supply into your water heater, which will shut off the hot water, and then replace the washers to the shutoff upstairs... or just install the dishwasher... up to you, of course!

Questions? Let me know, OK?
