I would like to write a letter to request the opportunity to bid for commercial jobs. I know I have to write to property managers but need help in putting a professional letter together and what I should include. I want to take my business to the next level. I have been painting commercial jobs for years and know the prices.

First is this just a sales flyer you want to send to get them to call you, so you can do a bid for them? Or is this the actual bid you want to give them.
Are you calling on them in person for sales ?

A letter will get tossed in the trash. People take the time to read about 2 sentences if you are lucky.
State your license number, years of operation, number of workers.
A list of addresses of buildings you have painted, and even a few pictures of exteriors. The first 3 could be businesses willing to use you as a reference, but say 'upon request.'
Believe it or not a picture of you with several smiling painters works.
Then 3 sample jobs with their costs, or attach a bid page with the name blocked out.
But try to keep all this to one page.
A cheaper way to do all this is a large postcard. See USPS.com for the size limit, or talk to a printer.

To Fr_Chuck: I am looking to ask to bid. I want to know what to include in the letter to send to them not the actual bid just to have the opportunity to give them my bid.
