Our 1 1/2 yr old beagle appears to have welts all over her. She is lathergic and eyes are watery. She wobbles on accasion before laying down.

I would say allergies.

You can give your dog benedryl.. Just the regular benedryl with nothing added for cough suppressant. If that doesn't work, you may need to go to the vet to find out if its environmental or food related. Dogs with allergies show it through their skin, rarely is it shown through their respiratory system.

Finding what your dog is allergic to can take weeks to months. Start with the food. Find a hypoallergenic diet and give it some time to take affect. This can take up 6wks before you see a change.
