My sons biological father and I came to an agreement where he wanted to pay a small amount of money to cover all of his back child support. He has not seen his son in over 9 years. I wrote him back stating I would agree to the amount as long as he signed over his parental rights to my fiancˇ (we are getting married in less than a month). He agreed to this, however said my fiancˇ would have to adopt him and we are responsible for all costs and work related to that. I am fine with that, but don't know where to start or what to do, or even what kind of costs we are looking at. Could you please let me know where I could even begin with this? We live in Milwaukee, WI. Thank you.

You retain an attorney to prepare the adoption petition after you have satisfied the requirements (usually have to be married at least a year). Part of the petition will the father's relinquishing rights.
