I owe for unpaid fines such as drunk driving and driving without a license. Can the Iowa court system take my federal tax return to pay these fines?

No.
And it's tax refund. The "return" is the paper you file in order to get paid the refund.

Of course I know you want it paid and even if they don't garnish it, you would have course merely pay it to them.

Glad you said that. It bugs the heck out of me too, that people refer to their refund as their "return."

Welcome. :)
But, although "bug" is too strong an emotion, I have to say that why someone would read a post from over 6 months ago puzzzles me. It is peculiar. :)

What is even more peculiar is why a person would get a user name, sign on, look at a zillion or two posts and answer one which is old - and then sign off ?
