I got a refund of just under $600 for tax year 2010 from the state of GA, but did not get a 1099 from them for this. Should I add the refund amount in TurboTax anyway where it asks for the refund amount? I filed form 1040 in 2010 and took deductions for medical and charities only.

If you did not enter any amount on your 2010 Schedule A line 5 (state and local income taxes) then you do NOT need to report the refund from GA as income on your 2011 taxes.
