Dating isn't illegal. It only becomes an issue of legality if you two decide to become sexually active.

From what I found, the age of consent in Arizona is 18. In other words, he can date you, but if you two have sex, he could end up in jail, and labeled a sex offender.

As long as you keep your pants on, it's not illegal.

I'm not sure why you couldn't find any direct answers. This question has been asked MANY times on this site and the answers have been very consistent. No there are no laws against dating. Any laws involving a relationship refer to either sexual activity or parental consent.

As noted, with the age of consent being 18, he could be in trouble if you become sexually active. Also your parents need to approve the relationship. If they don't and he defies them he could be in trouble that way.

But a 2 yr gap at your ages shouldn't be a major problem as long as you keep your hands to yourselves.
