No. He can let it wear out if he wants to. You, of course, can move if your landlord isn't seeing to your needs.

While there should be, since I have lived in some real dumps over the years, there is no law that requires them to replace. If a carpet is bad, it is the economy or customer that often gets it done. For example,no one will rent it, without new carpet, or at time for renewal of lease, you demand new carpet or you will move out.
