My puppy is four weeks old she was eating just fine, and now she won't eat off her momma or her dog mush and her belly is making funny noises. I went to the vet and got her some worm meds and the vet said to feed her goats milk.

Goats milk is a suitable alternative for young puppies, however it would be better if you could find some puppy replacement milk from a pet store.
Any sudden changes in diet can upset their stomach so suddenly switching to different milks may cause either diarreah or constipation, something to watch out for.
Had the pup been wormed at all before now? If not then it is possible the pup just doesn't feel well from being infested with worms and will start eating once the worming meds take effect.

You can also try baby formula, or attempt to ween her onto hard food because she may be ready to do just that. Dogs often times are like people when they are ready for something that's just how it is.

Baby formula is not a good idea. Human formula is not acceptable for dogs.
Shazzy is dead on. Goat milk is okay, but puppy formula would be better. Do not use human baby formula.
