If the hot and the netural wires connected in reverse at an outlet can that give me voltage on the ground wire?

No. Carefully Use a voltage tester to determine which wire has power. Next shutoff the main breaker that kills power to the house. Test the wires again to make sure the power is off. Swap the wires on the outlet to the correct configuration. After making sure they are on tight, turn on the power at the main breaker. Re-check with the electrical tester.
