No, this is not true. A passport and fees cost a couple hundred dollars. Anyone asking you for more than that is trying to scam you, and these fees can be paid directly to government agencies, and not to an individual. Furthermore, they don't ask for payment by Western Union, money gram, or bank transfer.

They must really think you have money. That is more than most of the scams ask for.

But the passport and the visa is about 300 dollars. There is no other requirements. They are cheating you. I hope you did not send them other money before.
