It's a very loosely defined term for any behavior that the police find is causing a public disturbance, but doesn't involve more serious crime like assault, damage to property, robbery or burglary. Often it is given for intoxication, loud gatherings that annoy others, refusing to leave an establishment, or scuffles that don't amount to hurting anyone.

Where is this happening? You also said, "The officer said, I attempted to run ! What does that mean ?"
The way I'm seeing this is you were somehow involved in a disturbance. I have no idea at what level you were charged - how serious it was. When the Police attempted to detain you, you tried to escape.
The "escape" part if undoubtedly more serious than the disorderly conduct charge.
When you ask a question you need to post all the info or it is impossible to give you anything but a vague answer.
