I don't think anybody isn't going to murder someone because it will be reported in the paper.

If a person were in a state of mind where they could actually commit a murder, they would not be swayed because of the potential publicity.

I think such an act requires blind rage, high emotion, or extremely methodical planning... all of which would ignore the rational and logical thoughts of consequences for such an action.

I would say yes. There are people I sometimes feel I would like to do away with. Why don't I? Because I fear the consequences more than I feel the desire. The consequences of committing murder are execution and/or prison. But even if I am able to dodge those, the publicity of being accused also acts as a deterrent.

The problem is that it only acts as a deterrent for ethical and moral people. If one commits murder in the heat of the moment, I doubt if they stop to think about consequences. If one plans a murder, they probably don't believe they will get caught, so consequences don't matter to them.
