Changed the ignitor and thermostat on a goodman furnace. The fuse is good and the indicator light says that everything is normal. Should I start with the control board first?

Well seems like you have already done 2 things first
You don`t say if the inducer motor was working, (this is the much smaller motor that pulls out excessive gas and blows the exhast out the vent pipe), this has to be the first thing that happens before the igniter can start glowing

Here is the 1-2-3-4 order of what should happen

1st-- the tstat calls for heat
2nd-- the inducer fan starts up
3rd-- the igniter fires up (glows)
4th-- the gas valve opens to let gas exscape to the burners
5th -- the burners fire up (caused by the gas connecting with the glowing igniter)
6th-- within 30 to 60 seconds the bigger main blower will come on and blow nice warm air into your living area
Now each step has to happen before the next step will happen
Check it out and tell us what is not working
