I have 10.5.8. Is 10.6 free or do I have to buy it?

The Apple site says it's for sale - I see nothing about downloading free.

From 10.x.1 to 10.x.2 is free going from 10.5 to 10.6 is a new version and Apple wants money for that.

I have it at work. Do you know if it's a single user only? Or can I use the one at work?
