My 15 month old daughter's bio hasn't had anything to do with her in nine months and before that only saw him a couple times. He doesn't pay child support or anything. What do I have to do so that my husband now can adopt her?

You hire an attorney, write up a adoption paper work, the attorney contacts the bio father and get him to sign over his rights to allow the adoption.

If you have a court ordered child support you may start trying to enforce it harder to help convince him that he wants to sign over his rights.

Also, how long have you been married? And ANY question on law needs to include your general locale as laws vary by area.
