Turn off the cold water at the stop(valve) under the sink. Disconnect the riser at the faucet and carefully bend it down into a bucket. Slowly turn on the stop. Water? If so, you have a blockage in the cold side of the faucet, either a loose washer or blocked port if a 1 handle. If no water, you have a blockage in the stop, probably a loose washer or dirt blockage. You will need to turn off the house water, remove the stop or at least disassemble it to see what is preventing the water from flowing through the stop.

Maybe you have the cold water stop valve turned off. Did you check that?
