The person who controls the limbs over a person's house is the person who owns the house. If a neighbor's tree limbs hang over a homeowner's house the homeowner has the "say" over who does the trimming.
What do you mean by between curb and side - ?
Are you asking about a tree on City property? On an easement? On a right of way?

Ok, confusing question. Where do you wish to cut. Over your property, or on right of way of the road ?
You can not go onto another persons property to cut a limb, if the limb is over your property, you can cut it off, but only the part over your property

It is the city tree cause of public right away, but when it needs trimming it is the home owners. It is between the curb and side walk.. Had one of the trimmers on their list look at it,showed him the letter and he said it needed no work. Both of us have called the guy from the park department and have not gotten no call back as of yet. Today a 2nd notice came. Will call him on Monday to see what it is he wants done .

So the tree is not on your property but the right of way of the road ( or sidewalk is there is one)
You can only trim those limbs that are over your property, so if the limbs go over your property line, you can cut them back to that level. How they hand over the side walk or the street will be the city issue. If they are interfering with power lines, the utility company can trim those back.

Yes between curb and side walk. Will try to get in touch with Rich and find out what he wants done and will let you know. The limbs do hang over neighbors roof but from what I read it is up to them as far as pa tree laws goes, but this is Allentown and they do their thing. Will keep you posted. Thanks
