Was this a closed adoption? I know that in 91, some adoptions were still closed, but not as many as previously.
Have you registered on reunion websites, such as ISRR, adoption.com and adoption.org? That will be your best bet for finding her.
Was yours a voluntary relinquishment through an adoption agency?
