To what extent has the criminal justice act been successful in helping correct teens behaviour in keeping them out of trouble?

And what criminal justice system, China? France ? Canada? USA ?

In the US, it has basically did nothing and is in many ways does more harm than good.

Personally, putting kids in prison WOULDN'T be my first choice in how to deal with the problem...
