I have a 2005 Dodge Neon. It was working perfectly, but it was impounded. When they released it, it seemed like it was driving. Then they towed it home because I could not drive it. Now, it won't start up when I turn the key and it flashes "fuse"... what is the problem? What do I do?

Check all under hood and under dash fuses with a test light or multimeter.

I don't have any of that equipment. I should mention that the radio does not work either but the power locks do work. What does that mean
