I lived in GA in January and worked then moved to FLA and worked in there from Feb to Nov 10, then moved back to GA in Dec and worked. Would FLA state be my resident and GA be my non resident?

It sounds as if you were a part-year resident of GA and a part-year resident of FL. For tax purposes you pay GA taxes on income you earned when you lived and/or worked in GA, but not on income for the period when you neither lived nor worked in GA. But to be clear - you say you "moved" to FL, but did you actually intend to be a long-term resident of that state? Did you move all your belongings, register your car in FL, register to vote in FL, buy a house or sign a lease in FL, etc? Or was this some sort of short-term work assignment that you were on? Because if you maintained a home in GA during that time and never fully intended to make FL your permanent abode then you were actually still a GA resident even as you worked in FL. And if that's the case you would be considered a full-year resident of GA, and would owe income taxes to GA on your full year income.
