If your parents say no, then the answer is no. You'll have to wait a couple of years until your being with him won't result in sending him to jail and/or making him a sex offender.
Waiting will show how much you love each other.

Yes he loves me but he still loves his ex and cares about her and I'm being *****ed at sorry for the cuss word but yeah I know if my parents say no then no but I really love him so much I hope he could wait if they said no

But the thing is, you DON'T have a boyfriend. The guy still loves his ex and needs time to get over her (and not use you as a rebound).

First it is wrong and could be illegal if your parents have not given you permission to date an adult
If he touches you anywhere sexual, even with your clothes on, it is very possible illegal
If you have sex with him in most places it is illegal.
So first stop is parents who should be approving if and who you date at this age
