How can I find a picture of someone's identification card?

A pic of a persons ID card? What kind of ID card? Passport Pic? I would think that would be confidential information given the vehicle it is on, and no way you could access it.

Why is that little voice in the back of my head is telling me dating scam and someone wants to verify an ID?
But you can't find or verify most id on line.
What exactly do you want to find out, and where is this person from
