I'm no TV repair man but if it was me, I would simply buy a new one. The cost of an Insignia TV is probably not worth paying to have it fixed.

Have you tried using a different plug? Just a thought and it may not help at all, but maybe, just maybe the problem is the electrical outlet...
I used to work at Best Buy, which owns Insignia, and while there I learned that the Insignia TVs are made by LG... They are generally good quality TVs...
I have 2 recommendations...
1: If you have a service or replacement plan that is still valid, take it in. Or give best buy a call to see if they will do onsite repair... (If you bought a plan but lost your receipt, you can get a reprint at best buy. They would just need some info and they can pull it right up... And they will honor it as an original... )
2: If you do not have a service/replacement plan, buy a new one and save the trouble and time.

Most Insignias are not made by LG. They are either made by a generic manufacturer or most parts are made by Samsung (as is the case with most generic brands). If I recall, there was actually only one Insignia plasma and an Insignia upconvert DVD player that were made by LG. Everything else was either a generic Chinese company or Samsung.
OP: How long ago did you purchase the TV? Some of the Insignias come with a 2 year warranty that covers in-home service by Geek Squad.
When you say that it took a long time to come on, do you mean it would cycle on/off several times before staying on? It's possible, especially if this was a model manufactured by Samsung, that there are some caps on the power supply that needs replacing. If outside of any warranty, the cost should not be much more than $150 USD plus tax for GeekSquad to fix it in-home for you. And if it is indeed caps on the power supply, it should definitely be fixed on the first visit.
