How can I report fraud green card petition?

What fraud is? I mention in following steps.

1) A person named Raju whose wife dead before 20 years having girl named "RIYA".
2) Raju remarried with "DIMPLE" and have Boy named "Jigar" aged 16 years.
3) To settle RIYA in usa along with Jigar and New Wife... he mention to visa officer that "RIYA and JIGAR" are child of Dimple (new Wife).
4) All lives together in New Jersey since 3 years having GREEN CARD.

Now """"" DNA test can prove that RIYA is not child of DIMPLE. """""

How to report this fraud to USA Government?
