I am using puppy pad in a gated area he goes pee and poop on it but will also poop and pee
Around it. Sometimes sits on pad with poop and pee on it. Has even rolled around on it when its soiled.

I am not a fan of puppy pads. I'm the type of person that will go outside with my puppy until it potties.
Yes, puppy pads teach dogs to potty in a certain area.. But do you really want your dog to pee and poo in your house when he is 4 years old? I know I don't!
My advise: Take away the puppy pad and start up an "outside" schedule. You're going to have to keep the puppy away from the area he is use to pottying on until good habits are formed.

I also know how you feel I have a 10 week old golden retriever. It depends on the kind of lifestyle you live if you live in a apartment or condo it's great if you have pads and a peeing lawn that you can buy at pet stores. If you have a house and a backyard you should take your pup outside and tell him a simple command like potty or pee-pee and poo-poo. Also it depends on the time you devote to your puppy they need attention and love but they really need discipline.
Good luck!
