So in the same town I have been pulled over three times in a row by the same police officer. Each time I was not given any ticket but I was told that after being pulled over three times in a row by the same cop that I can file for harassment. Is this true? The first time I was pulled over on a windy road he said my tire had crossed the line a little bit. The second time he started saying that my blinker was out then I told him to check them and the officer said they worked. Then I asked what I was pulled over for and he said one of my brake lights was out and when I was about to ask him to look at those he questioned what was in a bag on the ground. There was nothing in it and he threw it back in my car. I then checked my brake lights after waiting 45 minutes for him to stop talking to the other 3 cruiser that were behind him and none of them were out. Is this harassment?

Sounds more like he is trying to get to know you. Police dating ritual.

But there is no strict rule as to a number of times. And you of course risk making it worst if you file a complaint with his chief. But that would be your next stop, to file a complaint with either the Chief or the department that handles them.
