Is popcorn safe for dogs to eat?

I wouldn't feed the dog popcorn but if the dog ate some its OK. Just so long as its not a sugared kind of popcorn.

If it's plain popcorn then it's fine to give as a treat, but if it it salted, buttered or sugared then no.
