Let him freak out. It's not some trauma that will last. Tell him your milk is all gone now, or something about his age. Some mothers seem to think they have to keep breastfeeding until the child stops wanting it - that's one theory, but there's nothing to prove that it makes any difference.

At 17 months, he doesn't need formula. If you decide to wean, then do it lovingly. Don't just cut him off cold turkey, offer cuddles and comfort and something he enjoys as a substitute. Imagine if one day, your husband decided without warning that you were getting too big to hug or kiss anymore, and refused to touch you. You'd freak too.
Explain that he is getting big, your milk is going away, but instead he can have a bath in the big tub/play with finger paints/eat a yogurt on his own/whatever he will enjoy.
However, you'll probably find that your breasts will become less painful soon (the first trimester is awful for painful breasts) so if you want to keep breastfeeding, it is an option.
