Is it considered a handicap zone.. in between the two yellow lines. There is about 4 feet between these two parallel yellow lines. No stripes.. yellow or blue. It's a 4ft space of just blacktop between these two yellow lines. The handicap parking spots are at least 10ft away on both sides. There are blue lines on each side of the two yellow lines.. but there is a 4ft space of just blacktop in between. No signs.. no stripes.. just a 4ft empty space. I want to know what the law states about this area that is not posted or does nt have any stripes.. yellow or blue.

Why are you asking this question? Is it because you received a parking ticket due to parking in this "nether" zone? Take a photo of this area and present this to the judge stating just where you were parked when you received the ticket and let HIM decide your punishment or fine.

Off street parking stripes and colors vary by locality. Nationally, solid yellow is a 'do not cross' stripe.
4' isn't enough to park in anyway, or did you park a motorcycle?
You could take pictures and object in court. I did that once. I showed that lines had been moved over (the old ones were faint) but that meters and signs hadn't. It was dark and snowy and I went by the signs.
Handicap spots generally are not only wider but also have an extra area of diagonal stripes to designate ramp space. If the handicap spaces on either side of the yellow lines didn't have them, the intent may have been to share the 4' space for ramps. But even 4' isn't enough for ramps. So I have a feeling that you simply weren't supposed to use the area, no matter what, due to it's small size.
Are you sure about the 4' part and the at least 10' away part? Doesn't sound quite right.
Also, were there signs.
